Trainer and Assessor Qualifications

1. Level 3 Award in Education and Training (QCF)

The OCNWMR Level 3 Award in Education and Training (QCF) replaces the Level 3 and 4 Awards in Preparing to Teach in the Lifelong Learning Sector (PTLLS) and is accredited by Ofqual and is included within the Qualifications and Credit Framework (QCF).

Objectives of the Qualification

This qualification can be used flexibly to meet learner needs. Depending on the context of the learning and the needs of each individual learner, the qualification can:

  • Prepare learners to progress to a qualification in the same subject area but at a higher level or requiring more specific knowledge, skills and understanding;
  • Prepare learners for employment;
  • Support a role in the workplace.


The guided learning hours for a OCNWMR Level 3 Award in Education and Learning (QCF) are a minimum of 48 hours and a maximum of 61 hours.

2. Level 4 Certificate in Education and Training (QCF)

The OCNWMR Level 4 Certificate in Education and Training (QCF) replaces the Level 4 Certificate in Preparing to Teach in the Lifelong Learning Sector (CTLLS). This qualification develops practical teaching skills and, through optional units, prepares teachers and trainers to work in a wide range of contexts.

The qualification of 36 credits (21 mandatory and 15 optional credits) has a focus on practical teaching skills and requires a minimum of 30 hours of teaching and training.

Objectives of the Qualification

  • Prepare learners to progress to a qualification in the same subject area but at a higher level or requiring more specific knowledge, skills and understanding;
  • Prepare learners for employment;
  • Support a role in the workplace.


The guided learning hours for OCNWMR Level 4 Certificate in Education and Learning (QCF) are a minimum of 140 hours and a maximum of 204 hours.

It is a requirement that assessment of the Level 3 Award and the Level 4 Certificate in Education and Learning is conducted in English.

3. Assessor Qualifications

The qualifications are designed to enable the learners to develop an understanding of the principles of assessment and to gain skills to assess vocational or occupational competence in the work environment.

It is a requirement that assessment of these qualifications is conducted in English. The OCNWMR Assessor qualifications are accredited by Ofqual and are included within the Qualifications and Credit Framework (QCF).

The guided learning hours for these qualifications are:

  • Level 3 Award in Understanding the Principles and Practices of Assessment (QCF): 24
  • Level 3 Award in Assessing Competence in the Work Environment (QCF): 54
  • Level 3 Award in Assessing Vocationally Related Achievement (QCF): 54
  • Level 3 Certificate in Assessing Vocational Achievement (QCF): 84


These Assessor qualifications replace the following in the National Qualifications Framework (NQF):

  • Level 3 Award in Assessing Candidates’ Performance Using a Range of Methods (A1);
  • Level 3 Award in Assessing Candidates’ Performance through Observation (A2).
